Same reason neither works for the Ministry when searching for fugitives, I suppose. I picture the wards working as a shield to hide their magical signatures. I'm not sure how sending a Patronus works, but I imagine you need to know where to send it. An owl can find the magical signature of someone who wants to be found (e.g. Sirius was fine receiving owls from Harry, but I imagine he did something to prevent Ministry owls, which would be tracked, from getting to him).
Ginny is exceptionally bright, and knows about Sirius, so she'd know how to prevent that type of communication from working. At least that's what I envisioned.
